['sɪvɪl 'səːvɪs, englisch] der, - -,  
 1) in Großbritannien der öffentliche Verwaltungsdienst der Krone (ohne Richter und Lehrer); die Bediensteten der Lokalverwaltungen zählen nicht zum Civil Service, der seit 1855 durch viele Kabinettsbefehle geregelt ist. Gesetze ergingen nur für Pensionen, Gleichbehandlung von Frauen und die Beschränkung politischer Rechte. Angehörige des Civil Service dürfen weder als Abgeordnete noch sonst aktiv politisch tätig sein. Belange des Civil Service werden von der Civil Service Commission wahrgenommen. Die Angehörigen des Civil Service genießen keinen dem deutschen Beamtenrecht vergleichbaren Status, sind aber zum Teil in die allgemeine Arbeitsgesetzgebung einbezogen.
 
 2) In den USA ist der Civil service nur für den Bund gesetzlich einheitlich geregelt; das Beutesystem (Spoils-System, Besetzung durch die jeweils regierende Partei, keine Lebenszeitbeamten; seit 1829) wurde durch den Pendleton Act (1883) ersetzt (Leistungssystem) und später ergänzt durch die Hatch Acts (1939/40; u. a. Verbot der aktiven politischen Betätigung, der Werbung.)
